Monarch is lying

In Kong:Skull Island, Bill Randa says that the 1954 Castle Bravo nuclear tests weren't tests and that that they were trying to kill something, the senator says that it was just a whale but in 54, Monarch and the government both worked on the tests so that really doesn't make sense. Tell me if I'm wrong or not and why.
