my theory is that there was 1 nuclear bomb test that woke godzilla up and the rest of the tests were the military's attempts to destroy the creature

Yeah me too, I believe that somewhere in the pacific, the military were testing a nuke for the war. Then something woke up, so they tried to use that nuke on the monster. They shot the nuke, then the moster got bigger, and stayed in the pacific till its enemy had arrived and started to destroy cities, so the monster, Godzilla arrives and fights back.
