M.u.t.o vs monarch

Hey everybody today I got something confusing. When the godzilla muto website came out there was a society called m.u.t.o and that stood for an acronem which never came out then the muto website came out with pictures that said monarch that was obviously a secret organization so there are two organizations? I'm am confused are monarch and muto the same help me!!!
