When the godzilla muto website came out there was a society called m.u.t.o and that stood for an acronem which never came out then the muto website came out with pictures that said monarch that was obviously a secret organization so there are two organizations? I'm am confused are monarch and muto the same help me!!!

MOST likely, MUTO is an acronym for the monsters, while Monarch is the organization.
It's also possible that MUTO is the acronym for the organization, while Monarch is the organization's leader.
It hasn't been 100% confirmed yet in any case.
